Adapting SLE to GEMS 1.2 caveat

I figured out why it won't compile for GEMS 1.2!!! GEMS 1.2 moved the TransactionaManager.C to $GEMS/common for some reason and it is not updated if TransactionManager.C under $GEMS/ruby/log_tm is modified. So, once one updated the one under $GEMS/common, it compiles then!
